  • Paragraph 290: There is no evidence to suggest that Dr OUKO had died at any other venue than the scene, although as stated previously, he could have been injured or incapacitated elsewhere. I am not at this stage convinced that the fatal shot was discharged from the Minister’s own weapon. Dr WEST has indicated that a more powerful round may have been responsible for the injury caused to the skull. The four live rounds found in the Minister’s coat and the empty shell case found in his weapon are of low velocity. The pieces of bullet found inside the Minister’s head are not compatible with the other rounds found at the scene.
